Personality:
When Elsa was younger her and her sister were inseparable. After accidentally hurting her sister with her magic though, it struck a fear in Elsa that made her separate herself from her sister and everyone but her parents...when her parents passed, she had no contact with much of anyone. In time, she learned to accept Anna back into her life, though it took her realizing fear could be beaten back by the love she and her sister shared. Sometimes though, that's not enough though and especially when she doesn't have Anna, she tends to have 'accidents'.
She doesn't see much of a need for friends though, not like her sister does. For Elsa, just having Anna happy is enough for her...though she does try sometimes. When in Storybrooke she did make an effort to reach out to Emma, seeing a familiar fear in her, the same fear that is within Elsa herself. For the first time, she saw someone that was going through the same things she was and felt they could help each other. She tried to reach out to others but didn't feel the same connection with them.
This is what led her to accept the invitation to come to New Dodge. Maybe by coming to a new place, she could meet others who faced the same challenges that she did and could help her control her powers. Maybe if she could control herself, she could become a better Queen and let others beneath her icy exterior. She knows people that don't know her assume she has no feelings and is just cold, but it's all to keep everyone safe. As it is, she can't even humor the thought of a friend, much less anything closer.
She doesn't want to be the monster that she's sure people not from her kingdom see her as. The thing that scares her most of all is the prospect that as much as people love her, she's probably the biggest threat in Arendelle. Until she can control herself flawlessly, there will always be that fear that she'll lose control again and put Arendelle back under an eternal winter or strike out at someone when she looses control of herself.
Why do you think your character would work in this setting? Elsa is looking for ways to control her powers more easily and figures leaving Arendelle/Storybrooke for awhile may aid in that.
What will your character do for work?
She could do sales clerk work unless there's a call for ice sculptors. She's not overly picky as long as it's not in the brothel or with too much contact.
Inventory: Her clothing, of course and her gloves.

Third-Person Sample: Elsa was unsure of herself as she stepped lightly through New Dodge. She had thought this would be easy. Come to a new place, learn control through the teachings of people hopefully like her...but now that she was here, she didn't know what to do.
Crossing her arms as she looked around, it was the heat that hit her first. The warmth that she was so unused to. Silently, she adjusted her inner temperature, bringing her body back to a comfortable coolness. She knew she was going to need to work, but so far, she hadn't found anything that appealed to her. Maybe there was some sort of diplomatic position available? Either way, all the labor intensive positions were out of the question.
"It's going to be alright..." Even without Anna. She knew she had to stop relying on her sister, maybe this place would teach her how to control herself better. Even in Storybrooke, it was the mission of finding Anna that kept her in control of herself. Knowing Emma for the time that she did was proof enough that she could help someone else in exchange for their own assistance. Whatever happened, she didn't want to become like her aunt. She knew all it took was one mistake and she'd become just as cruel, just as cold-hearted. She didn't want that, didn't want Anna to ever see her as a monster.
Spotting the saloon, she tilted her head slightly. Maybe she could serve drinks? What was the worse thing that would happen...she make the beers a little too cold when she serves them? The servants in the palace made it look easy enough. Stepping in, she ignored the looks she got due to her odd clothes and stepped up to the bar. "Excuse me, I was wondering if you are hiring."
First-Person Sample: Dearest Anna,
I know I left without you, but I fear this is the only way to get you back. As I am now, I am no match for our Aunt, not even with the assistance of Emma or her family. I know when the end comes, it will come down between her and myself. I do not wish to kill her, but I don't know if there is any other way to end this and make things safe for you again.
Please, do not come looking for me, I will be home soon. I promise. I do not know how I will ever make this up to you, but I swear, I will do everything in my power to make you proud of me. Be the Queen that would make our parents proud.
This is no place for you, dear sister. Stay where you are if Emma and the others save you before I return. They will care for you until I can come back.
